NetworkManager itself already does periodic checking of scan results, by
way of scanning regularly for an interval of at most 120 seconds between
scans, and no more than every 20 seconds (because it takes time to get
the results and scanning requires CPU).
Unfortunately, that also means you're at the mercy of how the kernel
driver things scanning should be done, which can introduce further
delays, without counting the delays involved in the other device
settings up it's interface and sending the first beacons.
I don't think there's any bug involved here; since this is within the
set limits (though I agree it's pretty slow in this case), so I'll close
this report as Invalid. Please feel free to reopen and include
additional information if you believe there's something I'm missing.
