Closing as Invalid for the One Hundred Papercuts project; changing the
behavior there would mean at least changing the scanning behavior in
NetworkManager and doing further changes to do on-request scanning (and
handling failures due to scanning already being done) in nm-applet; not
really so applicable as a "papercut", because it wouldn't be "quick and
