That could be done by NetworkManager, but is certainly not a bug. Some
other application running on your machine or another machine on your
network is advertising that it is a DNS resolver; which gets
NetworkManager to add it to /etc/resolv.conf; or an application on your
system is editing /etc/resolv.conf itself.
Please seek the help of your network administrator to figure out what
might be going wrong here; or you can always ask on AskUbuntu.com for
help from the community.
