Both _require_ the original PackageKit daemon, because one is a Python interface to develop PackageKit *backends* (not needed if you do something without PK) and one is a PackageKit backend. These things use PK internal interface and won't work without any compat layer. packagekit-backend-aptcc: The Apt backend for PackageKit, enabling PK to use Apt python-packagekit: Python interface to PackageKit which is only used to develop backends - everything else uses the GIR.
