Thanks for the prompt reply. Errno 13 means there was a permission
denied operation. In fact I see in your kern.log the apparmor denials of
very fundamental operations for mysqld.

Is it possible you've modified or manually removed
/etc/apparmor.d/usr.sbin.mysqld ?

If you have, you may want to move any file out of the way, and reinstall
mysql-common:

dpkg --force-confmiss -i /var/cache/apt/archives/mysql-
server-5.5_5.5.24-0ubuntu0.12.04.1_i386.deb
