Thanks for the prompt reply. Errno 13 means there was a permission denied operation. In fact I see in your kern.log the apparmor denials of very fundamental operations for mysqld.
Is it possible you've modified or manually removed /etc/apparmor.d/usr.sbin.mysqld ?
