I have a theory as to what the cause is here. And I have a test case now
too:
1. Maximize a Chrome window
2. Open several tabs
3. Hover the mouse over the very to part of some tabs so tooltips appear
Expected: No panel shadow ever visible while a window is maximized.
Observed: Small segments of the panel shadow appear when the tooltips disappear.
