Well, your config isn't proper ifupdown...
The pre-up shouldn't be needed and you shouldn't be using ifconfig to try and 
setup extra addresses.

Instead you should be using:
---
iface eth0 inet6 static
        address 2001:470:1f1f:2f2f::7
        netmask 64

iface eth0:0 inet6 static
        address 2001:470:1f1f:2f2f::1
        netmask 64

iface eth0:1 inet6 static
        address 2001:470:1f1f:2f2f::2
        netmask 64
...
---

If you still have the problem even when using the proper ifupdown config
I described above, then please attach a tarball of /var/log/upstart/
