Aha! I figured it out.

The "address" line configured :7, but then an up command later tried to
start 7 again, and it failed with:

SIOCSIFADDR: File exists
Failed to bring up eth0.

Removing the duplicate line fixes the problem.

So this issue is more that ifupdown stops processing when it encounters
an error, which isn't really a bug.
