Right.

What *actually* happens is that upstart starts both services, then both
services evaluate the content of /etc/X11/default-display-manager and
iff the file contains the path of the binaries respectively started by
the two upstart configs that particular dm continues with starting while
the other one immediately switches to stopped. So there can only ever be
one dm that gets started and all other dms will immediately switch to
stopped.
