No. What is requested is you boot into a Ubuntu kernel. For example, using 
Quantal mine is:
uname -a
Linux moniker-PC 3.5.0-17-generic #28-Ubuntu SMP Tue Oct 9 19:32:08 UTC 2012 
i686 i686 i686 GNU/Linux

not a mainline one, and then perform apport-collect -p linux 1072672 .
Otherwise, the apport-collect will not gather the desired information.
