+ 1) Open compizconfig-settings-manager and find the "Background Color" option
+ 2) Choose any color and/or opacity setting
+ 3) Wait for a notify-osd bubble to appear

+ What should happen:
+ The bubble's color and opacity matches that of the dash and launcher, thus 
providing a consistent look
+ 
+ What happens instead:
+ The bubble's color and opacity take on the "chameleon" effect, ignoring the 
user's specified color settings
