There has been some huge regression in some recent update (no idea of
what package) that has made this much worse, making it now a totally
critical issue.

Up to now, when this happened, I unplugged and replugged the modem, and
the mobile broadband network reappeared in NM, so I could reconnect.

Now, no matter how many times I unplug and replug the modem, the mobile
broadband network and the "Enable mobile broadband" optio won't ever
appear in NM, and even restarting NM-applet won't fix it. So when this
happens I have to REBOOT.
