Even if we managed this for every default application, it seems like an
inefficient way of helping the partially sighted. ISVs aren't going to
remember to do this for thousands of their own applications published in
USC. An alternative would be a high-contrast compositing option, toggled
in the Universal Access panel of System Settings.
