Removed the issue about size; that was a duplicate of bug 1075417. So this bug is now only about the hover problem.

Hovers. If I hover over the top panel, a menu appears. It's convenient on Desktop, but I can't do this on tablet. Maybe, it's good idea to create an option that enables alternate method for appearing menu (i.e., button, or click on free space on panel). - 2. Top panel too small for using finger.
