As discussed on IRC, USB seems to stop working with ACPI disabled, but
then the network fails with it enabled.

Can you boot the machine with acpi enabled and disabled, and for both of
these scenarios please report back the output from:

cat /proc/interrupts

and

dmesg

This way I can compare the two and maybe get an idea of what is going
on.
