A similar bug is reported in launchpad at
https://bugs.launchpad.net/ubuntu/+source/network-manager/+bug/1084364 .

However, there is one difference: That bug 1084364 describes the same
behaviour of the network-manager authorization panel repeatedly popping
up (with the correct password already filled in, and with network-
manager itself set to connect automatically and available for all users)
when a laptop is freshly started up, rather than woken up from suspend.
