It's not just the bare operating system, but also a bunch of user programs. I tend to have many programs opened at once, such as different editors for different tasks (programming in different languages requires different editors ;) or media players or chat windows.
So the restarting itself (of the OS) only takes a minute, but then starting all the user programs may take a while as well. Some user programs cannot recreate the same state they are in, i.e. thunderbird starts with all tabs closed. I tend to use open thunderbird tabs as reminders for answering mail, hence a restart needs my attention in remembering what to open after the restart again.
