I don't believe this is a bug of #964705 since that contains alot of
other issues aswell, that hasn't been decided whether to fix or not (for
Ubuntu, all other projects seems to agree it is a bug).
They have the same root cause, but this issue I think has less
controversy as to what the expected behavior is, and shouldn't be left
hanging waiting on some form of agreement in #964705
