After updating to the AMD catalyst 13.1, I no longer have any trouble with shutter. I've tried a lot of different test cases, and it is now working fine for me! I'm not sure what exactly has fixed the problem, since I've added the Ubuntu xorg edgers ppa. Many things have been updated since my last post. My catalyst version is: 9.01-121106a- 150335C-EDG_Direct via catalyst control center, while synaptic shows the installed version as 2:9.012-0ubuntu1~xedgers~quantal1.
