No it's not. I'm using Unity-3D, which is also the default in 12.04, and borders aren't equal when it comes to resizing. It's almost imposible for me to grab top and left borders, while bottom and right are pretty easy to grab. I'd say there's at least a 3-4 pixels difference between the two cases.
