This bug affects me I have Ubuntu and Xubuntu 12.10 Installed on an HP
ENVY Sleekbook 6-1006sa, when on battery the hard disk spins down
Instantaneous when no reads are required. Spin ups are 3 or 4 times a
minute. Tried editing hdpram.conf with:

 /dev/sda {
#spindown_time = 60  # 5 min
#spindown_time = 240 # 20 min
#spindown_time = 250 # 30 min
#spindown_time = 280 # 1 hour
spindown_time = 340 # 2 hours
}

No effect. Where is the spin down controlled from?

This is a serious bug as desktop performance is sluggish when running on laptop 
battery due the hard disk spin up required. Also its serious as the life of 
many User Hard disks is being considerably shortened.
Also confirmed on my Lenovo S10e Netbook with Xubuntu 12.10 and 13.04 daily @ 
8th March'13.
