It wasn't my assumption that you didn't upgrade to the new version, rather that /etc/update-manager/release-upgrades was unchanged and that subsequently you would have "Prompt=lts" set. Therefore, you would not presented with a notification about 12.10 being available because it is not an LTS release.
Regardless, since you have upgraded to 12.10 we'll have to wait until 13.04 is released to see if you are presented with a notification regarding the new version.
