I experienced the problem as well, but it only happened on the two
systems I installed from a live CD (in one case), and a live USB in the
other.

My several upgrades from 12.10 didn't didn't encounter the problem
(well, at least this system didn't - I'll check the others).

Entering "sudo start cups" allowed me to configure the printer, and
print to it, but after rebooting, CUPS was again not running.
