Thanks Jonathan for digging the issue. IMO, it's a problem in cups itself. If
the upstart script require avahi-daemon to start cups, it should be a depend of
cups, not a recommend.
I'll force the depend on lubuntu-desktop package, but I think it should be
fixed directly in cups packaging.
