Confirmed. (using dapper) It seems the area above the corner actually belongs to the minimize/maximize/close buttons. The case is the same with the top left corner, where the area is occupied by the window icon.
The button's and icon's 'bounding box' (area that they occupy) needs to be flatter as to make room for the window resizing area above them. See attachment. Green area allows window sizing.
