This is not yet fixed for the 5900.
Currently in tribe 3 (and updated further since),
/etc/udev/rules.d/45-libsane.rules still lacks the following info:
# Epson CX-5900
SYSFS{idVendor}=="04b8", SYSFS{idProduct}=="082e", MODE="664", GROUP="scanner"
