I have the same symptoms on my MacBook6,1 after upgrading to Ubuntu 13.04. Before that I was running 12.04 and suspend worked fine.
Additionally I can add: when manually suspending (by running pm-suspend, for example) the screen goes blank, but the white case LED does not start "breathing", like it would when suspended. Pressing any keys does not bring back the screen. However, if I then close the lid, the white case LED turns off. *then* if I open the lid, the LED turns on, and I think the machine suspends (it's difficult to tell, because the screen is blank in both situations). It seems this is the opposite way around to normal.
