This bug affects me too but on another completely different kind of hardware : Apple MacBookPro10,1 (F***ing Retina ones).
This behavior seems to have started with one of the last kernel upgrade. Unfortunately I took time to notice it (brightness is fixed at some average level) and thus am not able to say with which kernel upgrade it appeared. I use fresh 13.04 installation, with regular upgrade, with two partition encrypted (srv which contains my home, bind mounted, and the swap).
