Matthew, Subscribing ubuntu-website looked the right thing to do, since packages.ubuntu.com is on the ubuntu.com domain. Please don't expect bug triagers to know all these kind of details, since this will discourage people from bug triaging. Doing nothing is worse than trying to do the right thing! If the bug reporter reported the bug against the ubuntu-website product (which seems the right and logical thing to do), you would have been subscribed to the bug report too.
