Same problem here with a cheap ebay wireless mouse, which was working
absolutely fine until I installed 13.04 fresh (was previously working on
13.04 after upgrading from 12.10).

I have the exact same mouse plugged into my laptop, also running 13.04
(upgraded from 12.10) and that is also working absolutely fine, I can
adjust the sensitivity without issue.
