I can't seem to edit my previous comment, so here's a new one - I just noticed that actually, on my laptop, I am also missing the settings - the settings I do have are for the touchpad, not the wireless mouse I'm using. However, the settings were present in 12.10, as I had to adjust them to reduce the sensitivity.
