I have suffered this behavior through several versions of Ubuntu, I
believe since at least Precise.

For me changing smbd.conf start condition from :

start on (local-filesystems and net-device-up)

to:

start on (local-filesystems and net-device-up IFACE!=lo)

takes care of it, seems rather simple, I don't see why anyone would want
to run SAMBA on lo.
