I cannot recreate the behavior in 13.04. For me it seems more likely as an issue with Unity because the Hamster version did not change from 12.10 to 13.04.
If you are running 13.04, can you please retest if this issue is still there. Else if you are running 12.10, can you please test whether this bug exists running another Desktop Environment, e.g: Gnome-Shell, Gnome Panel, KDE, Xfce ?
