Please enable the tests during build time.
Regarding proposed version of pacemaker, it *is* a build requirement.
For example, libpengine4-dev. Seems weird that it got promoted to the
archive like this. Maybe part of the NEW process is a manual promotion
and this got missed.
Anyway, fix the tests and this looks fine.
