Oh I see what you mean now. It is because libpengine4-dev exists in the
older pacemaker release which is currently in the archive. The library
has not changed, what has changed in the newer version is the daemon and
the cli utils where separated into this, crmsh.
As far as the tests, the reason why they are not enabled is because they
require 'corosync' and 'pacemaker' to be installed and running, which
means the build process would fail.
