Doug, look more carefully:

vlc 2.0.8-1 (saucy) depends libavcodec53 (>= 6:0.8.3-1~) | libavcodec-
extra-53 (>= 6:0.8.7), libavutil51 (>= 6:0.8.3-1~) | libavutil-extra-51
(>= 6:0.8.7).

libav 6:0.8.6-1ubuntu2 (saucy) does not satisfy this.
libav-extra 6:0.8.6ubuntu2 (saucy) does not satisfy this.
libav 6:0.8.7-1ubuntu1 (saucy-proposed) will satisfy this, but is in 
saucy-proposed.

A saucy package should not require a saucy-proposed package.  There are
two bugs here:  libav 0.8.7 should be migrated from saucy-proposed to
saucy, and libav-extra 0.8.7 should exist.

(There may be a larger problem here if saucy packages are getting built
against saucy-proposed and migrated before their dependencies.)
