I have this exact system. In order to get 3D effects you'll have to load
an i965 enabled kernel. Here is a test kernel that will get replaced
when the next Feisty SRU is released.

sudo dpkg -i linux-image-2.6.20-16-generic_2.6.20-16.30_i386.deb

I'm not really sure what you mean about not having /etc/X11/xorg.conf,
but here is one that works:
wget http://people.ubuntu.com/~rtg/inspiron-1420/xorg.conf
sudo cp xorg.conf /etc/X11/xorg.conf
