Confirmed that my apt-cacher-ng is holding some old version from april
for saucy upgrades. It seems that the contents of this section of the
/dist/ hierachy is volatile and apt-cache-ng is not aware and caches it
indefinatly.

** Also affects: apt-cacher-ng (Ubuntu)
   Importance: Undecided
       Status: New

** Summary changed:

- update-manager -d downloads and runs "saucy" passing it --devel-release which
it does not understand
+ update-manager urls are not marked as volatile
