Problem confirmed on 13.10.

I can make the problem happen systematically (at present) by loading a
large and complex document into LibreOffice. LO starts repaginating, and
then the unity-panel-service goes into its busy loop.

* It is not caused by memory exhaustion; my box has 16GB and it's barely used.
* There is no visible file access.
* The problem continues if I close the document and exit LibreOffice.
* The duration of the symptoms are proportional to the document size. If I cut 
it by half, the problem lasts only half as long.
* As long as I'm working in LibreOffice on such large documents, the problem 
happens every so often. I've not seen the problem when doing other work.

I've attached the system monitor graph showing two incidents.
