No, I don't think so, as most laptops have either a broken or limited fan control, which is heavily restricted by the BIOS and not controlable from the OS. I, for example, had to modify the DSDT ACPI table in my BIOS to change the on/off values for my fan. I can't even see the results in /proc - it's always on.
