Hi,

The culprit is the upgrade of boto from 2.3.0 in 13.04 to 2.9.6 in 13.10. To
fetch userdata, cloud-init relies on a utility function
from boto.utils, the URL building method has changed in boto and now includes a
trailing slash. I've reported the bug upstream, but manually constructing the
cloudstack user-data URL in DataSourceCloudStack in cloud-init would also be
worthwhile, since changes in the way EC2 behaves would not impact cloudstack
deployments.

The upstream issue in boto is registered at:
https://github.com/boto/boto/pull/1856
