Holding SHIFT it appear "GRUB loading." and nothing else.

>From a live version I have mounted /dev/sdb1 on /mnt , modified
/mnt/boot/grub/grub.cfg and launched update-grub2.

After the restart the same behavior but I noticed that grub.cfg have
been overwritten again (as the original one) . Should I modify
/default/grub or it is necessary to reinstall grub in the mbr after the
modification on grub.cfg not only update it?
