I believe you need to install some older kernel packages. The original 12.04 LTS kernel probably does support CPUs without PAE. It might be possible to uninstall linux-image-generic-lts-raring and replace it with linux-image-generic or similar. Maybe using the original 12.04 LTS install discs rather than the newer 12.04.3 discs...
