This would indeed be a bug, but you haven't described how to reproduce
this, and the report you filed here appears to be a different issue
(that calling "apache2 -V" doesn't work, which is not a bug).

If you do have a "Apache doesn't work out of the box" problem, and you
believe that this is a bug rather than something different you are doing
locally, then please file a new bug and detail that specific case,
including exact steps to reproduce, expected results and actual results,
with detail.
