the "fix released" means it's fixed in current serie, if the bug needs to be fixed in precise a precise line can be added to the bug table, there is no isolated change easy to backport for that one and the bug is not a security issue so it's likely to just not get an update to precise, you can still follow the wiki process I pointed to request for one and see if anyone is interested in figuring out what changes should be backported to fix that issue in old series
