The creation of the symbolic link /etc/resolvconf/resolv.conf.d/tail -> original, controlled by a debconf question, was introduced in Debian (where resolvconf is only an optional package, not included in the base install) in order to minimize the deleterious effects of resolvconf being installed on a running system whose maintainer isn't yet sure how to configure resolvconf. The symlink ensures that needed nameserver addresses are included in resolv.conf until such time as the maintainer adds those addresses to /etc/network/interfaces (and deletes the tail->original symlink).
Resolvconf has been part of the base Ubuntu system since 12.04 and so I would say that as of Ubuntu 14.04 the utility value of this feature is zero. So long as the feature hasn't been removed from Ubuntu resolvconf, the default answer to link-tail-to-original should be false.
