This works for me and has worked fine for me since precise.

$ grep dav /etc/fstab
https://webdav.mediencenter.t-online.de                 /mnt/telekom            
davfs   noauto,user     0

I guess you are referring to the case where you are trying to mount
davfs2 mounts as an ordinary user directly, without the help of fstab?
I am not sure that is what is meant by the man page and I am not sure
that is supported.
