This bug also affects me. I am using a Fresh install of Ubuntu 14.04 64-bit (With separate /home partition from 13.10 install reused)
Empathy simply is not integrated with the messaging menu. All that is there is the Empathy list entry below the statuses, which does nothing. Even when I manually run it, no 'running' dot appears, and the messaging status remains Offline, despite Empathy being Available, and connected. Closing Empathy, and clicking Empathy in the messaging menu also does nothing. Minimising it seems to work OK, though that is the same as Pidgin without the bug-ridden libnotify plugin that integrates it.
