Okay, I've now defined behavior for all these cases except "retrying
from scratch an update", because I don't quite understand what that
means, or why it should be shown differently from installing an update
for the first time.

I've proposed the same behavior for "If we can't pause a download" as
for "Can't pause current request", and the same behavior for "If we
can't install and reboot" as for "If we can't contact the daemon for any
reason". If you can think of a good reason to present either of those
pairs differently, let me know that too.
