Gnome-Control-Center 3.8 was uploaded to Ubuntu Utopic a week ago, see LP bug #1316383 Still don't understand why g-c-c 3.10 (or 3.12) isn't uploaded and even unstable Ubuntu Utopic release has 1 year old Gnome-Control-Center 3.8 :(
